Even if the baby's equipment has been used only for some months, it could still pose a risk. Secondhand products are not required to be registered at the Consumer Product Safety Commission, unlike new goods. There's no way to know whether a product has been recalled. Recalls can occur for pushchair any number of reasons, including design flaws or a failure of a manufacturer to comply with federal standards. This rule establishes a standard that is mandatory for strollers and other carriages, pursuant to Section 104 of the Danny Keysar Act on Child Product Safety Notifications, pushchair as amended by Consumer Product Safety Improvement Act of 2008(CPSIA). It incorporates in its reference to the most recent voluntary standard created by the American Society for Testing and Materials (ASTM), ASTM F833-13b. It establishes standards and Pushchair Reviews test methods that reduce the risk posed by these products. CPSC staff worked closely with ASTM participants in the creation of this rule.
